Scope and Content Note

Papers comprise Clawson’s own files, largely regarding his research and writing. Thecollection is divided into ten series. The series include papers emanating from the research, writing, andpublication process of his book, chapter, article publications; unpublishedpapers; manuscript reviews by Clawson; correspondence and materials relating tothe papers presented at conferences and workshops; teaching notes and syllabi;economic advisory reports about Israel’s natural resources; as well as writingsresulting from his other consulting and advising endeavors. Also included are statements that Clawsonmade before the U.S. House of Representatives and Senate committee hearings,files from his tenure as Acting President and Vice President of Resources forthe Future, paperwork regarding two of his awards, and biographical materialthat includes two family histories written by Clawson. Bound volumes of his published work(1927-1968) are housed at the end of the collection and include Clawson’s M.S.thesis (1929) and his Ph.D. dissertation (1945). While Clawson authored and edited multiple books, the papers inthis collection only document six of his books (1977-1989).

Robert Marion Clawson(known as Marion Clawson throughout his life) was born in Elko, Nevada, toWilliam Ennes and Agnes Clawson, on August 10, 1905. Marion’s father was a miner and rancher, and during Clawson’schildhood, the family of four (Marion’s younger brother, William, was born in1907) lived in various towns in northern Nevada. He attended high school in Elko, and graduated in 1922 asvaledictorian of his class. Clawsonreceived both a B.S. in Agriculture in 1926, and a M.S. in AgriculturalEconomics in 1929, from the University of Nevada at Reno. He later earned a Ph.D. in Economics fromHarvard University in 1943.

Aftergraduating from college, Clawson worked for the University of Nevada’s AgriculturalExperiment Station in Reno, where he studied the economics of Nevada farmoperation. While pursuing this job, Clawson also took classes, wrote histhesis, and earned his Master’s in Agricultural Economics. From 1929-1946, Clawson worked for the UnitedStates Department of Agriculture in the Bureau of AgriculturalEconomics, Division of Farm Management and Costs. During this period, Clawsonbecame a recognized figure in agricultural economics through his positions asresearch coordinator of the USDA and the Bureau of Reclamation (Department ofthe Interior)’s studies of the Columbia Basin Joint Investigations (Spokane,Washington) in 1940, and of the Central Valley Project Studies (Berkeley,California) in 1942.

In 1947,Clawson was appointed as the Regional Administrator for California and Nevadaof the Department of the Interior’s Bureau of Land Management. The next year, Clawson became the Bureau’ssecond director, and he served in this position until 1953. His tenure brought reorganization andstrength of purpose to the fledgling Bureau.

From 1953to 1955, the American firm of Gass-Bell and Associates employed Clawson as aneconomic advisor in Israel to advise on land, water, agriculture, andcolonization. Clawson continued toconsult and attend conferences overseas after 1955, travelling to Venezeula(1959), Chile (1960), and India (1961). (Also to Pakistan, in 1950, for the United Nations). In 1955, Clawson joined Resources for theFuture, Inc., a nonprofit research organization in Washington, D.C.,specifically concerned with studying environmental and natural resourceissues. While at RFF, he served inseveral capacities, including Director of Land Use and Management Studies,Director of Land and Water Studies, Vice President, Acting President, andConsultant. A prolific writer, Clawsonmultiplied his publications of articles and books while at RFF, exploring suchtopics as public lands, land use, and outdoor recreation. He retired in 1976, but continued at RFF asa consultant and Senior Fellow Emeritus (appointed in 1981). Additionally, Clawson served as a consultantto the Rockefeller and Ford Foundations, as well as the United Nations.

In the1970s, Clawson was honored as guest lecturer at the University of CaliforniaBerkeley (Regent’s Professor, 1976 winter term), the University of Washingtonin Seattle (the Walker-Ames Distinguished Professor) and as Visiting Professorat Duke University in Durham, NC (1977-1981).

In 1931,Clawson married Clara Partridge, and they had two children, Robert andNancy. They divorced in 1947, andshortly thereafter, Clawson and Mary Montgomery married and had two children,Daniel and Patrick. In 1973, theydivorced, and Clawson then married Nora McGirr Roots. Marion Clawson died on April 12, 1998, in Washington, D.C., andwas survived by his wife, children, and grandchildren.

Clawson was a highly organized individual and as much aspossible, the arrangement of his papers within each folder his been retained,as well as much of the file groupings for the series. Duplicates of manuscript and published materials have beendiscarded. Collection processed May-September 1999 by Greta E. Reisel, ProjectArchivist.



Series Descriptions

For his personal reference, Clawson created achronological listing of his voluminous published and unpublished works,entitled "Bulletins, Articles and Reports by Marion Clawson and others." The latest edition is1927-1991, and this is a valuable key to the scope and depth of hiswritings. This guide is located inFolder 2 of Box 1. The list referencesboth Clawson’s bound volumes and manuscript material in this collection, aswell as other published items in the Library.

Series I: Writings, 1930-1994

This is the largest series of the Clawson papers andreflects the fact that Marion Clawson enjoyed writing, a skill that easily ledhim to become a prolific writer and advisor in his field. This series has been organized into severalsubseries:

  • Subseries A: Books, 1930-1987, consists of notes, outlines, correspondence,source materials, review drafts, and review comments for six of Clawson’s laterpublications: Decision-Making in TimberProduction, Harvest, and Marketing (1977); New Deal Planning: The National Resources Planning Board (1981); The Federal Lands Revisited (1983); Shelter in America: Costs, SupplyConstraints, and the Role of Forests (1985). This subseries also contains edited manuscripts for two booksthat Clawson edited with Benjamin C. Dysart III: Managing Public Lands in the Public Interest (1988) and Public Interest in the Use of Private Lands(1989).

    Of particular interest in this subseries are Robert W. Hartley’s files regardinghis work with the National Resource Planning Board, a federal agencyestablished in 1933 to study American’s natural resources. Clawson obtained these personal files fromHartley’s widow, after his death, so that he could use them as source materialfor his book about the NRPB. These arethe oldest files in the collection, and the manuscript materials complement theofficial records of the organization held by the National Archives. Guides to the National Archives collectionare also included in this subseries, as Clawson consulted these officialrecords himself for his writing.

    This subseries does not include research and draft materials for the rest of Clawson’s books. Most of his books, however, are held by theForest History Society’s Library.

  • Subseries B: Chapters in Books,1982-1994, contains manuscript materialsrelating to Clawson’s writings that were published in edited books.
  • Subseries C: Published Articles, 1951-1990, consists of reprints, notes, correspondence,and drafts of articles that were published in journals such as Natural Resource Journal, Journal of Forestry, American Forests, and Science. The subseries is arranged by date of publication.
  • Subseries D: Publications of the Bureau of Land Management, 1950-1953, contains published materials from Clawson’s tenure as the Director of theBureau of Land Management. As Director,he contributed largely to the writing of these informational brochures andbooklets, though he is not usually acknowledged as the author.
  • Subseries E: Unpublished Writings, 1962, n.d., consists of two manuscripts that do not appearto be published.
  • Subseries F: Manuscript Reviews by Clawson, 1978-1989, is evidencethat other writers often consulted Clawson about their works. This is merely a handful of notes andcorrespondence about manuscripts that Clawson critiqued during his career. For published reviews by Clawson, theresearcher may consult The Reader’s Guideto Periodical Literature, book review reference books, or any number ofdatabases related to the field.
  • Subseries G: Reviews of Clawson’sPublications, 1957-1990, contains one file of published reviews of specificpublications, including The FederalLands: Their Use and Management; Statistics on Outdoor Recreation, "Methods of Measuring the Demand forand Value of Outdoor Recreation," and Clawson’s autobiography, From Sagebrush to Sage: The Making of aNatural Resource Economist. Thisfile only holds a few of the reviews of Clawson’s numerous works. For more reviews, please consult othersources, such as the ones listed in the above description (Subseries F).


Series II: Conferences and Workshops, 1943-1991

This series contains manuscripts and notes regarding papers that Clawson delivered at numerous conferences and workshops in North America and abroad, as well as some printed materials relating to individual conferences. Included in this series are several files of planning materials and related correspondence about two Resources for the Future-sponsored conferences: Forum on Forest Policy for the Future (May 1974) and Symposium on Forest Economics and Forest Policy (June 1977). All files are arranged chronologically by conference date.


Series III: Teaching Materials and Special Academic Lectures, 1944-1987

Contains course outlines and lecture notes from the classes that Clawson taught at the Pacific School of Religion and at the United States Department of Agriculture Graduate School, both located in Berkeley, California. Also included in this series are correspondence, outlines, and manuscripts of lectures and special speeches that Clawson gave at various universities.


Series IV: "Volume XIV: Memoranda and BriefReports Prepared by Marion Clawson and Others, June 1953 to December 1954,While Member of the Economic Advisory Staff"

This is an unbound compilation of the documents Clawson preserved from his economic advisory position with the American firm of Gass-Bell and Associates in Israel, from 1953 to 1955. He advised on land, water, agriculture, and colonization. The other volumes Clawson bound relating to his other writings are in the Forest History Society Library.


Series V: Statements to U.S. House and SenateCommittees, 1949-1982

This series contains materials relating to and documenting Clawson’s involvement as a witness on natural resource management and economy to the U. S. House of Representatives and the U.S. Senate special committees.


Series VI: Resources for the Future files, 1974-1981

This series contains Resources for the Future internal files from the time during which Clawson was the Acting President (1974-1974), the Vice President (1975), and as a Consultant (1976-c.1990). This series does not thoroughly represent the organization during this period, but rather represents specific facets of the organization and its work, including files relating to RFF’s relations with the Ford and Weyerhauser Foundations, interoffice memoranda, the extended family newsletter, and materials regarding the Albright Fellowship, awarded by RFF.


Series VII: Consulting, 1965-1983

These files reflect part of Clawson’s various consulting endeavors, outside of Resources for the Future. Files include notes and materials regarding Clawson’s work with the Department of Housing and Urban Development’s formulation of flood insurance; the Outdoor Recreation Policy Review Group; and the Rockefeller Foundation and Clark University.


Series VIII: Awards, 1970-1989

Although Clawson garnered several awards in his field, only two files exist regarding the acceptance of these awards: the American Agricultural Economics Association Fellow (1970) and the National Wildlife Federation Special Achievement Award (1988).


Series IX: Biographical, 1971-1991

This small series contains various materials relating to Clawson—both professionally and personally. Although Clawson was a private man, clues to his personal history lie in the biographical articles and the History of the Clawson and Thompson Families, written by Clawson in 1971.


Series X: Bound Volumes, 1927-1968

This series consists of published materials by Clawson that he bound into volumes 1-26, with the exception of Volume 14 (Series IV). The volume numbers correlate to his chronological listing of his published and unpublished works, "Bulletins, Articles, and Reports by Marion Clawson and Others," located in the first two folders of Box 1. Also included are Clawson’s M.S. thesis (1929) and his Ph.D. dissertation (1945).
